This project required the construction of a three celled subterranean concrete vault including supply air and exhaust plenums, cooling and intake towers along with the receiving and load out structures. In addition, it required the construction of a structural steel superstructure, control building, HVAC, electrical, and installation of a very complicated overhead bridge crane. The major quantities involved were 23,000 cubic yards of concrete and 950 tons of structural steel. This project was constructed under a NQA-1 quality control specification in a modified design/build, fast-track format. Mowat Construction Company had an active role in providing this facility as a turnkey operation conducting much of the functional testing required for turn over.
