High Bridge #115 is located in a picturesque setting east of Bellingham along Lake Whatcom Boulevard.  The existing concrete bridge had been in service since 1946, and spanned a very steep ravine above the shores of Lake Whatcom.  An unstable rock slope at the north abutment had failed several times over the years, and had been the cause of several emergency repairs.  The project required removal of the existing 120’ three-span bridge, extensive rock excavation and stabilization, and then replacement with a new, 230’ two-span curved steel girder structure.   Mowat was successful on the project largely due to the innovative plan to excavate the two center pier shafts using unconventional methods.  Mowat hoisted a small excavator into the ravine to build a pad, then subcontracted drilling of multiple small holes to ‘swiss-cheese’ the shaft area.  The excavator was then able to use a hydraulic hammer to remove the rock a foot at a time.
